Should change the rules

Eagle River Station: A vote of 1,247 for and 1,022 against in a small town seems pretty much like a tie to me, especially when so many affected people couldn't vote.

Perhaps in the future a three-to-one vote mandate should be required. What if it would have passed by one vote?
