Toms leads Eagle-Vail board of director vote

EAGLE-VAIL — This neighborhood elected two new members to its metropolitan district board and returned an appointed incumbent, who received the most votes of any of the eight candidates running.

Voters elected Chuck Toms, who had been appointed to fill a board vacancy, and David Warner to four-year terms. Kim Bell Williams led a field of four people seeking a two-year term on the board.

Tuesday’s vote closed a contentious campaign. While the community’s land-use decisions and law enforcement come from Eagle County, the community’s golf course, pool and day-to-day operations are overseen by a pair of elected boards, the Eagle-Vail Metropolitan District and the Eagle-Vail Property Owners’ Association.



Voters in February elected a new majority to the property owners board, replacing two incumbents with three critics of a proposed tax increase that was defeated in November of 2015. That $10.8 million proposal would have paid for improvements in the neighborhood, including moving the golf course clubhouse to the valley floor.

That measure was soundly defeated, 621-382, with critics claiming the increase, and its proposed spending, was simply too much for the community to absorb.

Following the tax proposal and property owners elections, the metro district election campaign grew contentious, with some claiming the leadership needed change.

Outgoing board chairwoman Louise Funk — who was ineligible to run for another term due to term-limit laws — supported Toms and Bell Williams. She voiced that support in an email. That email had little good to say about other candidates.

That email led to a heated joint meeting of the two boards April 21, with several candidates using the forum to voice their own less-than-friendly opinions of the departing board member.

The most vocal of those critics fell short in their campaigns for board seats.
