There is a lot about the proposed Berlaimont Estates development north of Edwards that Eagle County won’t control.
But the road to the 680-acre parcel, which is surrounded by U.S. Forest Service property, is part of the county’s purview and that was the topic of discussion before a full hearing room Tuesday.
The Berlaimont project proposes 19 35-acre parcels on the property located north of Interstate 70 at Edwards, known as the former “Overlook” property north of the Moonridge development. Because 35-acre parcels are a use by right under state law, Eagle County will not be reviewing the land use plan. There will be a U.S. Forest Service review process to address various development issues, but Forest Service officials have instructed the Berlaimont development team to first complete the Eagle County review process. For its part, the county will require an access variance for the Berlaimont road plan.
According to Ben Gerdes, of the Eagle County Planning Department, the variance problems regarding Berlaimont involves the county’s dual access, emergency turnaround and road design provisions. The developers have proposed a single access road and various mitigations regarding emergency services.
During Tuesday’s hearing, several members of the public voiced concerns about the development’s impact on the adjacent public lands, including the plan to improve what is now a four-wheel-drive access to the property.
After a two-hour hearing regarding the plan, the Eagle County Commissioners tabled action on the Berlaimont variance until Dec. 10. In the meantime, the commissioners indicated they want to make a site visit to better understand the concerns surrounding the proposal.
