Eagle hires construction manager for river park project

EAGLE – As the Eagle River Park design process ramps up and the whitewater park design nears completion, the town of Eagle has hired a manager to oversee the project.

After an extensive interview process and evaluation of project references and applicable experience, the town selected NV5 to oversee the river park work. NV5 is a nationwide firm with many resources, including an eight-person Western Slope team that specializes in public projects in rural Colorado communities. Currently, the firm is the program manager for the Roaring Fork School District’s 2015 bond initiative which includes $146 million in school improvement projects. The team has also worked on capital improvement projects for the city of Aspen and the town of Vail.

“The town went through a very rigorous process in the selection of the project manager,” said Eagle Town Manager John Schneiger. “We are fortunate to hire a firm with a local presence and are enthused to have them on board.”

The Eagle River Park team will be led by project director Colleen Kaneda and project manager John Usery. Both Kaneda and Usery are familiar with the Eagle community. Kaneda moved to the valley 17 years ago, and has been a resident of Eagle for the past 11 years. Usery is a Colorado native and lives in Glenwood Springs.

Town voters in April 2016 approved a 0.5 percent sales tax increase to help fund the Eagle River Park. The Eagle River Park project consists of two phases; the design and construction of the in-stream whitewater park and the design and construction of the upland park, currently a gravel truck parking lot along Fairgrounds Road. With the in-stream design work 95 percent complete and the upland park design nearing 30 percent complete, town officials decided it was time to bring on a qualified team to assist the town to carry the project through to completion.

The town worked with River Park Coordinator Caroline Bradford and Melanie Richmond, former Eagle Planning and Zoning Commission member and a professional project manager to develop a detailed request for proposals for the river park construction management services. Schneiger led the selection team that included Bradford, Richmond, Eagle Town Board member Andy Jessen and Eagle Human Resources Manager Lynette Horan. The town received 17 proposals and selected four teams to be interviewed.

The design and construction schedule for the project anticipates full project completion by spring 2019. Construction of the in-stream whitewater features is scheduled to begin winter 2017-18 with construction of the upland park scheduled to begin spring 2018.
