Per Colorado Revised Statute (C.R.S. 29-1-603) The governing body of each school district in the state shall cause to be made an annual audit of the financial affairs and transactions of all funds and activities of the school district for each fiscal year. 2. Independent audits serve as tools for administrators and Board of Education members to confirm the financial condition of the district and to publicize this information. At the same time, the auditor has an opportunity to advise the school district of changes in required accounting and reporting practices as communicated in the management letter. 3. The 2006-07 audit has been conducted. The 2006-07 Comprehensive Annual Financial Report will be distributed and summarized at the Board of Education meeting. BOX 740 EAGLE, COLORADO 81631 970.328-6321 FAX 970.328.1024 John Pacheco Interim Superintendent MEMORANDUM To: ECSD Staff From: Todd Huck, John Pacheco & Scott Green Re: Negotiated Agreement Date: November 28, 2007 After spending two days of negotiations in November both the teacher and administrator teams are very excited about this falls collective bargaining agreement. The team was composed of Superintendent John Pacheco, Director of Secondary Curriculum Mike Gass, Director of Human Resources Jason Glass, Director of Finance Philip Onofrio, Principal Mitch Forsberg, Uniserv Unit Director Dennis Carlson, ECEA President Todd Huck, Amy Niswanger, Rob Parish and Erika Donahue. We worked together to identify and resolve issues and believe this agreement will be the catalyst that will set our District in a positive direction. We also believe this agreement not only will retain and recruit teachers but also be a big part in a change of culture in Eagle County School District. This agreement contains three items that as a team we are very excited about: First is the market adjustment that will bring every teachers salary up by 2%. Superintendent John Pacheco also states that Administrative and Support staff will also have their salaries adjusted by 2%. This mid-year market adjustment will begin in January of 2008. Next, is the $3000 dollar increase in salary all teachers will receive in January 2008 if they currently have a Masters Degree. Finally, is our new supplementary pay schedule, which is much improved from the old supplementary pay schedule. Our negotiations team is very encouraged by this agreement and hope you will be also. Our team believes that this is just the beginning of a partnership that will bring about many other changes to our District that will make Eagle County the premiere school district in Colorado. To also further this partnership Superintendent John Pacheco and ECEA President Todd Huck will be meeting on a monthly basis to further identify and resolve issues here in the District. Eagle County School District/ Eagle County Education Association Negotiated Agreement 11/28/07 The purpose of this document is to outline the basic tenets of agreements made between the ECS Administration and ECEA Representatives. These results were arrived at through an Interest Based Bargaining approach which led us to a collaborative agreement and subsequent recommendations to the Eagle County School District Board of Education for action. Both the ECS Administration and ECEA recognize the board as having the final determination in choosing to enact the results of this agreement at a regular board meeting. In the course of the process each side was allowed to bring 3 issues to the table for discussion. The group collectively decided to focus on 3 areas only: Masters Degree Compensation, Market Salary Adjustment, and Supplemental Pay. This document identifies those areas and describes the agreed upon solutions and recommended courses of action. 1. Masters Degree Currently, Eagle County Schools offers a one-time payment of $2,500 to teachers who earn an MA in a district identified need area (Reading, Writing, Math, Science, Special Education, ELA). After an analysis of school districts the ECSD Board of Education has specifically designated for market comparison, it was determined that not recognizing an MA in ongoing teacher salary puts the district at a significant competitive disadvantage in recruiting and retaining top teaching talent in comparison with our identified market competition districts. In addition, both sides agree that having highly educated education professionals in teaching positions is a valuable positive for the district. Finally, both the ECS administration and ECEA feel it is critical to encourage and reward ongoing professional development and educational growth for our teaching staff. As a result of this, the following are agreed to and recommended by both groups: End the current High Need MA program of a one time award of $2500 for MAs in a district defined High Need area. Award a $3,000 salary increase to all certified teachers holding any Masters Degree from an accredited university. This amount is to be paid in a lump sum payment for the 2007-2008 school year, pro-rated based on FTE and remaining months in the contract year as of January 2008. Beginning in the 2008-2009 school year, any teacher returning to the district will also receive this $3,000 as a salary increase to be paid over 12 months. Continue to fund the $50,000 tuition reimbursement program for teachers as it has been allocated and operated in the past. 2. Market Salary Adjustment After reviewing data relating to revenues, expenditures, and the market corrective effect of the previously discussed Masters Degree salary change, it was determined that ECS employees are still at a competitive disadvantage in comparison with other market school districts. While the change in Masters Degree compensation addresses part of the disparity, a further correction is necessary to correct the effect of teachers falling behind their peers in market competitive districts and to adjust the increasing General Fund balance which has grown steadily over the past 5 years. To correct for this issue, the ECS Administration and ECEA Representation agree to take the following steps: Increase teacher salary by 2%. Further, out of fairness to all employees and to acknowledge the great efforts put in by support staff and administrators in Eagle County, a 2% market adjustment will also be applied to these groups. This 2% addition for 2007-2008 will be paid in a one time lump sum in January, pro-rated based on FTE. Further, the 2% addition will be added to the salary of returning staff for the 2008-2009 school-year. 3. Supplemental Pay ECS and the ECEA value the wealth of activities Eagle County Schools makes available to its students. We also recognize that these activities would not be possible without the leadership and dedication of coaches and sponsors. Because of this, a comprehensive reorganization of the compensation for coaches and sponsors was re-examined. We arrived on a model which differentiates compensation for supplemental duties based on length of season, level of responsibility, and market factors. Also, the compensation for all supplemental pay will be configured based on a percentage of base teacher pay so when base teacher pay rises, so will supplemental pay. Any staff member who would take a pay reduction based on the new system will not be reduced any amount for supplemental pay. Payment for supplemental responsibilities will be made in the current school year, with the district making adjustments and corrections throughout this school year to pay coaches and sponsors according to the table above. In addition, the group agreed that a Supplemental Activities Committee would be established based on the existing Supplemental Pay Committee to make revisions and adjustments to this schedule between negotiations. This group will also be entrusted with creating a process by which activities and athletics not currently sanctioned or supported by ECS can apply and receive monies for sponsors.
