Eagle mulls plan for 42 townhomes at Eagle Ranch entrance

EAGLE — Units in the Sylvan Circle project are already being advertised for sale, but the Eagle Town Board isn't slated to give final approval for the project until Tuesday.

Two weeks ago, members of the Town Board indicated they didn't see any fatal flaws in the plan for a 42-unit project located on a 4.67 acre parcel located on the southwest side of the Sylvan Lake roundabout at the entrance to Eagle Ranch. The planned unit development guide previously approved by the town would allow up to 50 residential units on the site.

The project, proposed by developer Jonathan Warner, features a mix of townhomes including five one-bedroom units, 10 smaller two-bedroom units, 24 larger two-bedroom units and three three-bedroom units. Warner said the project will feature six buildings and will be built in two phases. Road access to the parcel will come from U.S. Highway 6 and from Sylvan Lake Road.

Warner told the Town Board he would like to begin construction on the project as soon as it is approved and he hopes to have units completed by late spring or early summer 2017.

Both the town of Eagle staff and the Eagle Planning and Zoning Commission have recommended approval of the project.

In their review of the plan earlier this month, Eagle Town Board members were complimentary about the proposal.

"You clearly put a lot of time into an extremely challenging piece of property," said town board member Kevin Brubeck.

Challenging parcel

This isn't the first time the town board has looked at development on the parcel. Last year, Kum & Go proposed building a convenience store and gas station at the property. The Town Board rejected that proposal. Members noted that the fuel operation would be located upstream from the town's proposed lower basin water treatment plant. Additionally, residents from the nearby Green Acres Mobile Home Park objected to the gas station because it was also located upstream from their residential water source.

After the town rejected the commercial use, it approved a residential planned unit development for the property.

While they discussed the proposal two weeks ago, members of the Town Board noted that the way the Sylvan Circle proposal was listed on the meeting agenda might have dissuaded members of the public from attending the meeting.

The agenda stated that the land use file would be continued until the meeting on Tuesday. The issue was continued so that the town could prepare the necessary ordinances to formally approve the project. But the Town Board did hear a full presentation and discussed the issue.
