Gypsum annexes 45-acres east of town

A 45-acre property owned by Oldcastle SW Group Inc./B&B Excavating off U.S. Highway 6 between Eagle and Gypsum is becoming part of Gypsum.

Gypsum Town Council members approved the final reading of the annexation agreement – which included developing resource district zoning and a special use permit – at their May 28 meeting. That wrapped up a process that started in May 2012.

B&B has owned and operated at the site since 1986 and was acquired by Oldcastle in 1999. The company currently trucks material to its other site in Edwards to make concrete. Oldcastle/B&B representative Jason Burkey said the company wants to consolidate its operations at the newly annexed property. Potable water is needed to do that and the nearest water line belongs to Gypsum, which is how the annex proceedings came about.

Burkey emphasized in past meetings that the company is not adding any kind of use to the property. He said B&B currently imports crushed and washed sand and gravel to make asphalt at the Gypsum site. Asphalt and concrete are also recycled there.

“If we don’t have to send material to Edwards to make concrete, that will save a lot of driving and reduce our carbon footprint,” he said.

At the recent meeting, Burkey said the company will need to operate at night sometimes, past the time normally allowed by Gypsum’s ordinance. Those details were yet to be worked out precisely and both the town and Oldcastle agreed to hash that out somewhere down the line. However, that conversation might have to happen sooner.

“It turns out we have a job with the Colorado Department of Transportation, paving Interstate 70, and we might need to start working at night pretty soon,” Burkey said.

First priority for Oldcastle is to make good on its agreement to provide landscaping around its perimeter to buffer noise and visual impacts. Meanwhile, the company is in a “shovel-ready situation” to install its water line when the time is right, Burkey said.

The company is also continuing a partnership with ECO Trails to allow a route for the bike path and river access. At this point, an agreement with the railroad for the path to cross the tracks is the main hindrance to completing the bike path through there.

“The worst case scenario is that the path is in by 2018,” Burkey said, summarizing his conversations with ECO Trails Director Ellie Caryl.

There is a possibility that a 1.5-acre parcel adjacent to the Oldcastle property will be annexed sometime as well. Ferrellgas leases that parcel and the property owner, Dennis Carey, has talked with Gypsum Council about that, indicating he was favorable to the idea.
