Ever Vail eyes public improvement financing

What they talked about? Ankele told Vail Town Council members that he’d be working with town staff in the coming weeks to put together a service plan that will outline how the proposed Ever Vail Metropolitan District would finance public improvements, which include improvements to things like streets, water and sanitation, storm drainages, transportation, landscaping and traffic signs. The plan would be much like the plans for similar districts created for both the Arrabelle and Solaris projects, Ankele said. There would be several districts, including financing districts that would provide the revenues to support paying for public improvements. The multiple district set-up would allow for separate mill levies for residential and non-residential development, Ankele said.

Improvements that might be eligible under the plan could include Frontage Road, day skier parking and transit center improvements. The proposed district would have to go to a vote under Colorado Taxpayer Bill of Rights laws, meaning it has to be on a November ballot. Ankele said he’s shooting for a November 2010 ballot question.
