Minturn bracing for big-time development

MINTURN – The Town Council got its first look at the Florida-based developer whose plans for 6,000 acres south of Minturn have many residents talking. Bobby Ginn introduced himself to the council during its Wednesday night meeting. The Ginn Company purchased 6,000 acres of land near the old mining town of Gilman for $32.75 million late last year. Gilman is between Vail Mountain, Red Cliff and Minturn. His ideas for the site are varied and include a private ski resort to a golf course with luxury homes. Consultants have been hired and already a crew is working on the property, removing felled trees and doing research. But that’s pretty much all Ginn has to say right now. “Right now we can’t say much more, because we don’t know much more,” he said. One thing is fairly certain: Ginn plans in the next six months to ask Minturn to annex his development. Talk of the development of Gilman has persisted for years in Eagle County, making Ginn’s recent purchase a focus of intense interest and concern, said Councilman Darell Wegert, who has encouraged Ginn to be open with the public about his plans. “Folks are concerned and very interested,” Wegert said. Get readyGinn said he would keep the public informed.”It affects every aspect of life here,” Ginn acknowledged.His company also plans to open up an office in Minturn in the coming weeks, Ginn said. Right now, the quickest way to Gilman is through Minturn on U.S. Highway 24. While Ginn promises that his development will not be obtrusive, it will certainly be the largest single project ever in Minturn. Former county commissioner and Minturn resident Michael Gallagher also attended Wednesday night’s meeting. He urged the town to get ready for this development by strengthening land-use regulations.The current regulations are lacking, Gallagher said. They don’t even give the town certain powers to deny or regulate developments, known as the 1041 permitting process. The town’s regulations also don’t spell out all the of the duties and expectations for the town’s planner, Gallagher said. He suggested the council look at Eagle County’s regulations and consider adopting some of them. “Some need to be Minturn-ized,” he said. “Right now, our vulnerability is pretty big.”Councilman Tom Sullivan suggested the town refer to similar Colorado towns, like Crested Butte and Telluride, and look at their land-use regulations.The town plans to hire additional planners to review his Ginn’s development plans – on Ginn’s dime, said Town Manager Ann Capela.
