Minturn hires new town manager
Minturn’s new town manager may not have a nameplate or a place to live yet, but she is already working on the town’s affairs.
The Town Council introduced Ann Capela during Wednesday night’s special meeting – a climatic end to her first day on the job.
Capela has a variety of experience in town government, including three years as the county executive officer of Imperial County in California. She is a credentialed manager with the International City/County Manager Association. She also has worked in public positions in Wisconsin, Illinois and Iowa.
“I have experience in large and very rural areas,” Capela said.
She replaces Alan Lanning, who resigned his position of six years to accept a town manager position in his homestate of South Dakota.
Capela has a master’s degree in public management from Wayne State University in Michigan, with a minor in public budgeting and policy. While working in Sioux City, Iowa, she was the executive director of the a taxpayer’s “watch dog” organization. She also is a member of the National Civic League and the Association of Certified Fraud Examiners.
She moved to Durango last year and created an economic consulting firm called Capela & Associates.
She said she applied for the Minturn job to continue the Colorado lifestyle.
“I just love the area,” she said.
The council received 50 applications for the town’s top administrative job. After surveying the resumes, the council narrowed down the pool to five finalists before offering Capela the job, said Mayor Earl Bidez.
