GLENWOOD SPRINGS – Water conservation guru Kenneth “Blue” Balcomb died Thursday and is mourned by those at the Colorado River Water Conservation District.Balcomb served as attorney for the district from the early 1960s until 1981, the district reported. During that time the district successfully thwarted Front Range cities and irrigation districts from gaining Western Slope water.”Clearly, the history of the River District and the current state of Western Colorado’s water resources would be very different if we hadn’t been so ably represented by Ken Balcomb,” said Eric Kuhn of the district. “Green Mountain Reservoir, Ruedi Reservoir and Blue Mesa are all legacies of Ken Balcomb’s vision and tenacity in representing Western Colorado water interests.”
