Urban renewal authority and Town Center West discussion on 2.15.07

The Town of Avon is holding a public meeting next Thursday, February 15th between 4 and 6 in the Town Council Chambers to update the community and property owners on the creation of an Urban Renewal Authority, and to present the newly created draft version of the Design Guidelines for redevelopment in the Town Center West district. The Town Center West district is the area between Nottingham Park and Avon Road.
At the meeting, presentations will be given by both Matrix Design Group and Design Workshop, the Town’s consultants. Discussion topics will include the procedures for creating an Urban Renewal Area, the elements of an Urban Renewal Plan, and the duties of an Urban Renewal Authority.
Mechanisms such as Tax Increment Financing (TIF) will be outlined, and the role of the owners and developers of properties within an Urban Renewal Area will be considered. Urban renewal allows Tax Increment Financing, which is a vehicle through which sales and property taxes may be leveraged to help finance projects such as infrastructure, or provide the public improvements necessary for the development to occur. These presentations will be followed by a question and answer session.
The Town Center West Design Guidelines will be presented at this hearing as well. The Guidelines document provides detailed guidance to staff, developers, and the appointed and elected officials when contemplating the built form of a redeveloped Town Center West.
