Vail council to meet Tuesday on Arrabelle

Daily Staff Report

VAIL ” The Vail Town Council will meet Tuesday to consider the worker-housing requirements for the Arrabelle at Vail Square.

The special meeting begins at 2 p.m. at Vail Town Hall with a closed-door session that’s supposed to last an hour. A second portion of the meeting is slated to be open to the public.

The town says Vail Resorts needs a plan to house 120 workers before the $250 million Arrabelle can open.

With the Arrabelle set to open later this month, no housing plan has been accepted.

The Arrabelle is a condo-hotel-retail-skier services complex at the center of Lionshead, on the site of the old gondola building.

The update for the Eagle Area Community Plan is again under way with a new consultant at the helm.

The town recently signed a contract with Design Workshop, an Austin, Texas-based company that has offices in Aspen. The group will take over the project from Design Studio West, a consultant that began the area plan update, but parted ways with the town when the update effort stalled.

“The consultant (from Design Studios West) was adamant about listening and giving people the opportunity to talk, but that never stopped,” said Eagle Town Planner Bill Gray. “We essentially stayed in that part of the planning process for months and months, and we never took that information and data to give it some organization and structure and meaning.”

Additionally, Gray said, there was an on-going problem with getting elected and appointed officials information about how the plan update was proceeding. “I really think it was an exercise in spinning our wheels. It was really a disappointing feeling.”

Gray said the new consultant has local land-use experience that will prove valuable in the Eagle Area Community Plan update. One of the firm’s employees is a former Eagle County planner, who was instrumental in writing the county’s comprehensive master plan.

The town is upping the amount of money it will pay for the update. The original budget for the effort was $50,000, and it included having town and county staff complete a significant amount of the work. Now, the town is looking at an additional $60,000 to $100,000 to get the plans finalized.

“You do get what you pay for. You never want to learn those things, but what can you do?” said Gray. “The town of Eagle isn’t the only community this has happened to.”

Gray said the town hopes to complete the update by the spring of 2008. “This is going to be a big challenge for us … to get the Eagle Area Community Plan back into the public’s focus.”
