Vail Daily letter: Let’s go with Proposal 1A

As a citizen, homeowner, small-business man of Eagle County and trying to be more active in “green” living, I sup-port the “yes” vote for Proposal 1A on this November’s bal-lot. This ballot item gives Eagle County the right to form a local improvement district. Once formed, the district can pursue financing through special assessment bonds and raise $10 million for Smart Energy Loans.
The loan money can be used by owners who want to improve the energy efficiency of their homes in our county. This includes insulation, more efficient windows, heating systems, even alternative energy such as wind and solar power systems. This makes sense for develop-ing jobs and business for local contractors and energy retailers.
The payback to the county is through the voluntary increase of property taxes which are attached to the house, not the homeowners. So if the home is sold before the payoff of the Smart Loan, the improvements and the balance of the financing stay with the home. Even the rate of interest makes sense. Traditionally, the rates have been 3 percent to 5 percent, which are tied to the bonds secured for these funds, untouchable through private financing. Only those that choose to borrow will see any tax increase.
