The Low-income Energy Assistance Program is now open for the 2024-2025 heating season. Administered by Goodwill Industries of Southern and Western Colorado, the program enables qualifying households to receive assistance to pay a portion of their home heating bills through April 30, 2025.

The maximum gross monthly household income limit for this season is 60% of the state median Income, based on number of household members. In addition to income, factors including the type of heat being used, type of dwelling, and number of people in the household are considered before an amount is determined for an individual applicant.

The program at a glance

  • At least one person in the home must be a U.S. citizen or legal permanent resident.
  • Heating costs are paid directly to an energy provider.
  • The benefit may also be paid to qualified residents if heating costs are included in a rental payment.
  • Each qualified household may receive only one program benefit for the winter season.
  • Funds for home heating system repairs may also be available.

Ways to apply

  • Apply for the program online through the Colorado PEAK website
  • Pick up a paper application from any Eagle County Department of Human Services location in Avon, Eagle or El Jebel.
  • To request an application by mail and for more information, call Discover Goodwill, 888-775-5327 or Heat Help, 866-432-8435.

The Colorado Energy Office Weatherization Assistance Program is available for low and moderate-income households to reduce their heating costs through services including insulation, air sealing, furnace repair or replacement, LED light retrofitting, and Energy Conservation Education. Qualification for LEAP, SNAP (Federal Food Assistance Program), and other specific federal programs results in automatic eligibility for the Weatherization Assistance Program. For more information, call 970-468-0295 or go to https://www.nwccog.org/programs/energy-program/weatherization-assistance-program.

The Colorado Affordable Residential Energy Program has higher income limits than LEAP and the Weatherization Assistance Program, so those with higher incomes may still qualify for CARE. Similar to the Weatherization Program, this program provides free energy efficiency upgrades, such as air sealing and insulation. Homeowners and renters are eligible. For more information, call 888-266-3139 or go to energyoutreach.org/care.
