Eagle to consider adopting new strategic plan on Tuesday

The Eagle Town Council on Tuesday will consider adopting a new strategic plan, a document intended to shape the town’s future through 2030.

The plan “brings greater focus and clarity to the town’s operations, funding strategies and projects over the next 5 years,” Town Manager Melissa Daruna wrote in a memo published Friday. “With a revised mission, vision and values statement, four major objectives and just over 20 initial strategies, the plan envisions an Eagle that supports a thriving and connected community.”

The town worked with Government Performance Solutions, Inc. to facilitate development of the next phase of long-term planning. The consultants reviewed previous plans and community survey results, conducted interviews with town staff and elected officials, and led focus groups with advisory committee members before presenting their findings during a two-day strategic planning retreat held April 27-28.



The retreat produced draft objectives, strategies and initiatives that were later refined through public meetings and council discussions. A draft plan was presented to the council on May 26, followed by additional review and edits at the June 9 meeting.

“Following additional discussion and feedback, staff revised some initiatives and timing for the final draft,” Daruna said.

Several initiatives originally slated to begin in 2026 have been pushed into 2027 as staff worked to better align priorities with available resources and existing work plans. Those delayed initiatives include development of an infrastructure grant strategy, exploration of downtown density solutions and efforts to address full-time residential occupancy challenges.

Other projects, including revisions to the town’s tap fee structure and development of an employee retention strategy, have been shifted from the third quarter to the fourth quarter of 2026.

The plan also adds a new initiative focused on establishing a community and civic brand. Initial planning for that effort is expected to begin later this year.

In addition to outlining goals and initiatives, the strategic plan calls for an accountability structure that would include monthly internal tracking by staff, quarterly progress reports to the Town Council and annual reviews that would allow officials to revise priorities and timelines as conditions change. Quarterly reporting is expected to begin this year, with the first annual review scheduled for early 2027.

The plan’s appendix also includes a list of ideas and priorities discussed during the planning process that were ultimately placed in what staff refer to as the “bike rack” for future consideration. Daruna recommended those concepts be revisited during future annual reviews.

“Staff believes this plan positions the Town to make progress on economic development, housing, sustainability and community vitality while maintaining the close-knit community feel of Eagle,” Daruna said.

The Eagle Town Council’s regular meeting is scheduled to begin at 6 p.m. at the Eagle Town Hall on Tuesday.
